Building and running tcc for RISC OS 64

The tcc C compiler can produce AArch64 code. As such, it’d be nice if it worked on RISC OS. So I’ve compiled it. And it runs. That’s about as far as I’ve got right now, but … it is nice to have something that looks like a compiler on the system (even if I can’t actually use it right now!).
