Atlas Security — Phase 2 close-out: OPA tests, dashboard stack, real scan evidence

opa test policies/opa/ -v passing (6/6), the local LGTM-style security dashboard (docker compose up in dashboard/), and the Grafana “Security Scan Trends” panel loading real dispatched rows from two independent CI consumers — atlas-foundation (Checkov) and Tawira (Gitleaks, Grype) — not seed or synthetic data.

Recorded 2026-08-28 as part of closing out Phase 2 of the Atlas Path. Repo: github.com/spacecode-art/atlas-security (private) — see ADR-0009 for the real bug this dashboard pipeline hit and how it was fixed.
